Which game this Balloon Boy is from
Balloon Boy is a toy animatronic in Five Nights at Freddy's 2, released by Scott Cawthon on November 10, 2014. Players also call him BB.
The Steam page does not list his name. It says the older animatronics are joined by a new cast, that those new characters are kid-friendly, and that the night guard is given an empty Freddy Fazbear head. Scott Cawthon is the developer and the publisher.
This note is about that Balloon Boy. He is not Freddy Fazbear, Bonnie the Rabbit, Chica the Chicken, or Foxy the Pirate.

What he does from 12 AM to 6 AM
You stay in the office until 6 AM. This office has no security doors. The controls are the flashlight, the Freddy mask, the vents, and the music box.
In this version he stays out on Night 1. From Night 2 he can reach the left air vent. That view shows his face, not the balloon or the sign. If the Freddy mask is up, he does not stay. If the mask is down, he is in the office.
While he is in the office, the hall lights do not turn on. This version does not move a battery meter. The wiki says the meter does not drop. Some players still say he steals the batteries so Foxy can come down the hall. That battery line is the players' telling.

What he looks like
On the Game Area camera the cap and the shirt are striped red, white, and blue, and the cap has a propeller. The office figure has light skin, blue eyes, red cheeks, two black buttons, blue pants, and brown shoes. The balloon is in his right hand. The sign in his left hand reads Balloons!. The left-vent frame shows a round hand and does not show the balloon or the sign. The Ultimate Guide, page 263, calls the shirt red and blue and the hat a propeller beanie. That page number is the wiki's citation.

The history players usually tell
The Balloon Boy wiki says he is the balloon vendor at the 1987 Freddy Fazbear's Pizza. Steam does not give that year. It only calls the restaurant new and improved. Players do not agree on a child inside him. Some say one of the children from 1987. Others say that is not confirmed. The video The Truth About FNAF's Most HATED Character... walks through those tellings. None of those names is a line in this game.
Where players meet this name
This toy is in Five Nights at Freddy's 2. The wiki's list for Five Nights at Freddy's 3 is a lifeless head, a voice box, and a minigame. Players also say Phantom Balloon Boy appears there. The video describes Nightmare Balloon Boy in Five Nights at Freddy's 4. Ultimate Custom Night includes him. Help Wanted, Special Delivery, Security Breach, and Help Wanted 2 also use the name. That later list is the wiki's.
How players describe him
In this game he does not end the night himself. The sounds in this version are named Hello?, Hi!, and Laugh. Then the hall lights stay off. The wiki calls him shy and playful from those words. Players call him a nuisance who sets up Foxy. The Ultimate Guide, page 263, says he does not kill you, but he disables your defenses. The stolen-battery line is the players' telling, not a meter this version moves.
